Saudi venture capital firm STV has secured a new investment from global alternative investment manager Arcapita for its Emerging Tech and AI Fund, adding to an institutional investor base that already includes Google and a group of regional semi-sovereign entities and endowment investors.

The fund targets early-stage, application-layer AI startups with a mandate to accelerate their growth across the Middle East and North Africa and international markets. The size of Arcapita's investment was not disclosed.

Since its launch, the fund has backed four AI-native startups: Sawt, an Arabic-native AI voice agent platform and one of the fastest-growing B2B startups in the region; Clarity, an agentic AI platform for customer service analytics; Signit, a Saudi AI legal technology startup; and Stream, a billing and payments platform for Saudi businesses.

The partnership is expected to connect companies developing AI technologies with established businesses across STV and Arcapita's networks, supporting commercial partnerships and technology adoption. Arcapita brings more than 30 years of operations and over $32 billion in total transaction value to the collaboration.

The investment reflects growing institutional conviction in the region's application-layer AI potential. In 2025, the application layer captured more than $19 billion in enterprise spending globally, with AI-native ventures outearning incumbents two-to-one, according to STV.

Why it matters

The addition of Arcapita — a $32B alternative investment manager — to a fund already backed by Google signals that institutional capital is moving decisively into MENA application-layer AI. The four portfolio companies span voice agents, legal tech, customer analytics, and payments — a diversified bet that the region's AI value chain is maturing beyond infrastructure into real commercial products serving local and international markets.
